Two things to consider.
1. Have you reset your workspace lately? You can do this by holding down the F8 Key while launching the CGS12 program. It will prompt you to overwrite your existing workspace. This means you will have to reset any customization you might have done to your interface including your color management.
2. You might try specifying a profile in your import/export in color management. Try setting it to sRGB, turn on the arrows and then export a file. Set it back to 'arrows off' and export again. Compare the files outside of Corel and see if they show a difference. I have seen instances where this will reset the export functionality.
3. There is a good chance you have a corrupt color management profile for your monitor, output, internal color space, etc. If the problem persists after a workspace reset, you may want to consider doing a repair install with your CGS 12 CD.
Verify the pallette you are using is CYMK so that you aren't having any nasty conversion problems. You can hover on top of the pallet bar icon at the top of the colors to discover the palette. Also verify that all the objects in your template are indeed CYMK and you don't have any RBG artifacts.
Good luck and let us know what you find out.
