IS IT POSSIBLE TO EXPORT A TIFF FILE WITH OVERPRINT FILL option is deactivate when exporting

"Always overprint black" option will be active if you export to CMYK TIFF.

You're probably exporting an RGB TIFF...which doens't support overprints..if you export to CMYK the overprints will export.
